• In difficult and emergency situations, Albanian citizens and their family members may address our embassy, to get assistance and hold consultations. Citizens may also request the assistance of our mission in case that their rights are violated. The assistance and help may be provided in accordance to the international acts, mutual agreements and concrete situations.
• Albanian citizens can not apply at our mission for a biometric passport or identity card.
• Albanian citizens can apply for Permission Pass at our mission.
• Permission pass for foreign citizens Description Issuance of permission passes to foreign citizens who have a residence permit in Albania and who cannot be provided with travel documents by the relevant country.
(Required documentation 1) Document reasoning the impossibility to be granted a passport by his/her country of origin; 2) Report to the relevant local authorities for the loss of passport, if it is lost; 3) Any kind of document or copy thereof certifying that he/she has a residence permit in Albania; 4) 2 photos of 4x5 cm size with a white background; 5) The Invoice. Procedural steps 1) Personal appearing of the interested party; 2) Verification of documentation by the Consul; 3) Verification of identity, if deemed necessary; 4) Filling in of the LK 1 form. Service fee and deadline 30 Euros Immediate issuance or dependent on the time needed for the necessary verifications Office All Consular and Diplomatic Missions Notes The validity term of the document shall be up to one month. The payment of the consular service fee shall be made through a bank. The permission pass shall be valid only for one pass, having Albania as its destination. • All documents issued by the Albanian administration intended to be used abroad should be legalized.
• Foreign documents to be presented to our authorities should be legalized as well.
• The legalization of the Albanian documents to be used abroad and legalization of foreign documents to be submitted to the Albanian authorities is regulated by DCM. 134, dated 07/03/2003.
• In Albania, the relevant authority for the legalization and apostillation of documents is the MFA, Consular Department. Our mission does not offer services for legalization and apostillation of documents.
(Legalization of Albanian documents Description Legalization of documents issued by the Albanian public institutions and private companies which are to be used abroad Required documentation 1) Document to be legalized; 2) ID card, if identity verification is required; Procedural steps 1) Documentation of the local administration and institutions relevant thereon shall be certified by the supervising or central institution; 2) For private institution documents, the signature of the issuer shall be notarized; 3) Submission of documents to the offices of postal agents contracted by the MFA; 4) Verification of the submitted document, if necessary. Visa regulations
The visa regime for foreign citizens in the Republic of Albania is provided for by Law No. 108/13 “On foreigners” and by the Decision of the Council of Ministers No. 513/13 “On the treatment of foreigners”, amended.
1) Can enter Albania without visa:
a) Foreign citizens who have a valid, multiple-entry Schengen visa, which has been previously used in one of the Schengen states, or foreign citizens who have a valid permit of stay in one of the Schengen states;
b) Foreign citizens who have a valid, multiple-entry US or UK visa, which has been previously used in the respective country of issuance, or have valid permit of stay in the US or UK.
2) Can enter without a short-term visa (without a visa Type C) for touristic motives during the period 1 June 2015 – 1 November 2015 citizens of Saudi Arabia, Bahrain, Belarus, Georgia, Qatar, Oman and Russia;
3) Long term visa (Type D) is required for all foreign citizens that will stay in Albania for more than 90 days during a six month period (90/180 days) and will apply for a residency permit from the migration office;

5) All foreign citizens from countries that are not included in the table are required to have a visa before traveling to Albania. They can apply for a visa in the Albanian embassy that is geographically closest to their country of origin or residency;
Consular Fees
Consular services’ fees are regulated in compliance with Article 11, Law no. 9975, dated 28.7.2008 “On National Taxes” and the instruction of the Minister of Finance and Minister of Foreign Affairs no 37, dated 31.12.2014, “To determine the fee for Consular Services of the Ministry of Foreign Affairs or our embassies abroad”.
