Remarks by Ambassador Ferit Hoxha at the Security Council meeting on non-proliferation

I would like to thank USG DiCarlo for her valuable insights.

I would also like to thank Ambassador Skoog for the update information in the capacity of the Representative of the Coordinator of the Joint Commission, and Ambassador Byrne Nason, for her work as Facilitator for Resolution 2231, and we commend her stewardship and efforts in supporting the resolution’s implementation.

Colleagues,

Albania profoundly believes in multilateral diplomacy and solutions. But for multilateralism to succeed, we need to engage in good faith, have and show trust, and seek realistic and lasting solutions. This is the essence of the JCPOA.

I would like to make the following five brief points:

  • First, we regret that the last days talks in Doha were inconclusive. Since March, what looks like a possible, good and fair agreement is waiting for Iran’s approval. We see it as an excellent opportunity for Iran to embrace a solution to the benefit of regional and world security, peace and stability; and which serves best the interests of Iranian people themselves. The sooner they respond to this opportunity, the better it is. Requests that go outside the perimeter of the core issue of the agreement do not contribute to process.
  • Second, we are deeply worried about the second test launch of a domestic satellite vehicle on June 26. We are extremely worried of the findings of the Secretary General report speaking clearly about the inconsistent activities undertaken by Iran that are in clear violation of the paragraph 3 of Annex B to resolution 2231.
  • Third, we welcome the visit of the Secretariat to the Saudi Arabia and United Arab Emirates, in response to invitations from their respective authorities. The materials examined show that Iran has conducted transfer of UAV systems and capabilities to non-state actors. We urge on Iran to stop transferring and delivering these technologies to the regional non-state actors and fully comply with paragraph-4 of annex B to resolution 2231 (2015). Furthermore, we expect the Secretariat to report to the Security Council on their further findings in due course.
  • Forth, Albania welcomes the adoption with overwhelming support of the IAEA Board of Governors resolution early this month upholding IAEA’s core mission of safeguarding nuclear material to prevent nuclear proliferation. We deeply regret the recent decision of Iranian authorities to shut down the IAEA cameras of the Online Enrichment Monitor. Iran must fully cooperate with the IAEA and not undermine its work. Providing technically credible information in response to the IAEA’s questions, is the only way to remove these safeguards issues from the Board’s agenda and to show commitments towards JCPOA. We call on Iran to comply will the resolution and its annexes and all other obligations.

I started my remarks by mentioning good faith and trust.

Escalatory steps or provocations run against such spirit. They will not help Iran, they will not help negotiators, they not contribute to the process.

We hope that the frank engagement of the international community, especially the tireless efforts of the European Union, will encourage Iranian authorities to seize the momentum, stop threats and provocations and work with full transparency with those who have put on the table a comprehensive, meaningful, forward looking and far reaching agreement.

Let me conclude, by reiterating our firm belief that JCPOA, a landmark success of diplomacy, remains the only tool for the international community to be reassured in a verifiable way that Iran’s nuclear program is and remains solely dedicated to peaceful purposes.
