Remarks by the DPR Albana Dautllari at the Security Council meeting on Peace Consolidation in West Africa

Thank you, Mr. President,

I thank Deputy Special Representative (SDRSG) Biha and the President of the ECOWAS Commission Dr Touray for their informative briefings.

Albania commends UNOWAS’ good offices for promoting inclusive dialogue, stability and peace in the region. We welcome the cooperation with ECOWAS.

Mr President,

I would first like to draw attention to the growing political instability in West Africa and the Sahel. In the last two years, unconstitutional changes of government have become an alarming trend. We urge Governments in the region to focus on resolving the governance crisis and strengthen their democratic institutions.

We commend the efforts and leadership taken by ECOWAS to respond to the political crisis and support countries towards the restoration of constitutional rule.

Second, this year is crucial for West Africa and the Sahel as the region prepares for several important elections. We encourage political actors to pursue inclusive dialogue and build consensus on outstanding disagreements, in order to ensure peaceful conduct of elections.

We welcome the elections in Benin on Sunday with the increased participation of parties, and the holding of peaceful legislative elections in Senegal last July. Also we welcome developments such as the Peace Accord in Nigeria.

We stress the importance of women’s representation and youth participation in political and decision-making processes. We urge Governments, with the support of UNOWAS, to promote the full and meaningful participation of women, while cooperating with youth.

Third, we are concerned about the continued deterioration of the security situation, in large parts of Sahel and the terrorist threat which is expanding from Sahel towards coastal west African countries. In this framework we welcome regional mechanisms to combat terrorist groups, including the Accra Initiative.

The presence of the Wagner Group poses a significant threat to human rights and international humanitarian law, and we urge Governments in the region to consider the long-term risks.

Fourth, the dire humanitarian situation requires our attention. Especially when instability, violence, forced displacement, climate shocks and food insecurity have reached alarming levels. The closure of 11,100 schools is a disturbing trend and has left 40 million children deprived of their fundamental right to an education.

Furthermore, we stress the important role that Resident Coordinators play in facilitating much-required humanitarian assistance, in the region and regret what happened in Burkina Faso and join the Secretary-General call in this regard.

It is clear that UN support remains critical to addressing the complex crisis facing the region. The UN integrated strategy and the UN support plan for the Sahel are key frameworks for addressing the current challenges and we encourage coordinated efforts among actors in their implementation.

In conclusion, we welcome the Strategic Assessment of the Sahel conducted by an Independent High-Level Panel and anticipate their recommendations.

We look forward to providing UNOWAS with a fit-for-purpose mandate and we hope a PRST can be agreed to show this Council’s unity on the matter.
