Visas
You do not need a visa if:
You are a French citizen (with passport or identity card valid for three months beyond the date scheduled for your departure from Albania)
You have a valid multiple-entry Schengen visa, which was previously used in one of the Schengen States,
You have a valid residence permit in one of the Schengen States;
You have a valid multiple-entry United States or United Kingdom visa that was previously used in the visa-issuing country.
You have a valid residence permit in the United States or the United Kingdom.
Also
If you have refugee status in France or Portugal, you can enter Albania, without a visa, with only a valid “refugee travel document” and “residence permit”.
Establishment of short-term visas
Documents to provide:

Passport size photo, recent, no older than 6 months;
Copy of passport (valid for a period of at least three months longer than the expiry date of the visa requested);
Health insurance, for the entire duration of the visa;
For children, a declaration of consent to travel abroad given by his/her parents or legal guardian;

For tourist visas, you must also provide:
– The reservation of the return ticket;
– The reservation of the hotel or documents related to the accommodation;
– Documents proving that he/she has sufficient financial means during his/her stay in Albania and return to his/her country of origin;

For official visas, you must also provide:

The interested person must upload an identity document online (birth certificate, identity card, current passport, French document, driving license, etc.), as well as the identity document of the authorized person in Albania ( price: 20 euros).
The interested person must go to the Consular Service of the Embassy in order to sign the power of attorney before the Consul.
Documents to contract the marriage in the town hall in France

A. Albanian citizens wishing to contract the marriage in France, in order to constitute the file requested by the French town halls, must upload the following documents to the platform:
– A Birth Certificate (Certifikatë personale), three months recent, apostilled at the Ministry of Foreign Affairs in Tirana, Albania.
– A Certificate of Matrimonial Capacity (celibacy) (Certifikatë për lidhje martese), three months recent, apostilled at the Ministry of Foreign Affairs in Tirana, Albania.
– Proof of payment for the requested service (bank receipt)
At the same time you must send by post an empty envelope already stamped and provided with your address.
On presentation of documents 1 and 2, the Consular Service of the Embassy issues the Certificate of Customs, in French. (price: 30 euros).
– The Consular Service of the Embassy can, on request, translate documents 1 and 2 into French (price: 10 euros per page).
In order to obtain the birth certificate and the certificate of marital capacity at the civil status office in Albania, the Albanian national can make a power of attorney authorizing a person in Albania to carry out the above procedures.
B. French citizens wishing to contract marriage in France or in Albania with a person of Albanian nationality, must, first of all, file with the Albanian Civil Registry the following documents:
– A birth certificate (full copy), three months recent, apostilled at the Court of Appeal.
– A Certificate of Celibacy, recent three months, apostilled at the Court of Appeal.
– A Certificate of Residence, recent three months, apostilled at the Court of Appeal.
Note: In the event that the Town Hall cannot issue documents 2 and 3, the French citizen can write two sworn statements (one for celibacy and one for domicile), stamp them at the Town Hall and provide them with an APOSTILLE to the Court of Appeal.
– The documents of the French citizen must be translated into the Albanian language before being deposited with the Albanian civil status office.

Registration in the Civil Registry in Albania
– After marriage, the marriage certificate must be transcribed in Albania. The person concerned must obtain a marriage certificate (full copy) and provide it with an Apostille to the Court of Appeal of his department. This act must be translated into the Albanian language.
– To register the birth of children born in France (Albanian by descent), the parents must provide a birth certificate (full copy) and provide it with an Apostille to the Court of Appeal of their department. This act must be translated into the Albanian language.
– The same procedure is applied for the registration of deaths.

1. After the accession of the Republic of Albania to the Hague Convention on May 9, 2004, the legalization of official documents will be carried out in accordance with the said Convention. Thus, the Consular Service attached to the Embassy will no longer proceed to the legalization of the documents as hitherto. The Albanian Ministry of Foreign Affairs is now the only competent institution to legalize documents issued by the Albanian authorities, by affixing the Apostille on the document. This done, the document becomes valid to be used directly with the French administration, without any obligation to go through the Consular Service of the Embassy. Likewise, documents issued by the French authorities must be legalized by the Court of Appeal of the respective department, always according to the same procedure, namely, the affixing of the Apostille. The French document thus legalized, becomes valid for any use with Albanian institutions without the obligation to go through the consular service of the Embassy.

Death

In order to carry out the procedures for returning the body to Albania, a funeral agency must be contacted to carry out the necessary procedures, such as issuing the necessary documents to the local administration as well as contacting the Albanian embassy. in Paris for completion of the procedure for the departure of the body to Albania.
The death certificate must be legalized by Apostille at the Court of Appeal as this allows the death to be registered in the civil registry in Albania.
Consular protection
According to known practices and based on international law, the Embassy of Albania offers consular protection free of charge to any Albanian national on French territory.
