Mr. President,
Albania continues its strong commitment to combating racism, racial discrimination, xenophobia, and related forms of intolerance.
Albania notes with concern an overall increase in cases of discrimination, intolerance and violence motivated by Islamophobia, anti-Semitism and Christianophobia. These discriminations and violence directly affect the enjoyment of people’s rights. We will fight them wherever they appear.
The various reports on the implementation of the Durban Declaration and Programme of Action have highlighted a sharp increase in racial hate speech, particularly online, and the need for vigorous action by States to put an end to it. These reports emphasize the risks created by the emergence of artificial intelligence and call for vigilance to prevent artificial intelligence from aggravating discrimination. We share these concerns.
Mr. President,
We have the duty to make new technologies beneficial for all. In this regard, human rights must be respected and promoted. Unfortunately, illegal shutdowns of the Internet, restrictions or denial of human rights and freedoms continue. Disinformation has become a norm for some States, going so far as to interfere in the democratic processes of others, spread hatred, incite discrimination and or violence.
Our States must ensure that new technologies and the use of AI continue to be regulated, moderated, and facilitated. The Internet is not and should not become a weapon, but it must remain a public good.
In conclusion, Albania encourages all initiatives that work towards the full and effective implementation of the Durban Declaration and the Programme of Action, which certainly needs more political will and dedicated resources, at the national, regional, and international levels.
