The Vienna Declaration and Programme of Action adopted more than three decades ago, continues to be a very important instrument for the protection of human rights worldwide.
Since the adoption of the Vienna Declaration and Plan of Action, Albania has made significant progress in promoting and protecting human rights, aligning with the principles and commitments outlined in the declaration.
My country has reinforced its national human rights institutions, ensuring they are well-equipped to monitor and address human rights violations. The activity of the People’s Advocate (Ombudsman), the national human rights institution accredited with “A” status in full compliance with the Paris Principle, has been pivotal in providing an independent mechanism for the protection of citizens’ rights.

Albania has implemented major judicial reform to enhance the rule of law and good governance as part of our efforts to progress towards EU membership. Following its commitment, the government has undertaken comprehensive legal and policy reforms to align national legislation with international human rights standards, including amendments to the Constitution and the adoption of new laws aimed at protecting vulnerable groups, such as women, children, and minorities.
Albania has implemented robust measures to promote gender equality and combat gender-based violence. The National Strategy on Gender Equality and the establishment of dedicated support services for victims of domestic violence are key components of this effort.
The government has fostered social dialogue by engaging with civil society organizations, human rights defenders, international partners and has promoted a culture of human rights and tolerance, particularly among young people.
Albania’s implementation of the Vienna Declaration and Plan of Action demonstrates its dedication to advancing human rights and fostering a just and inclusive society. While challenges remain, the progress achieved thus far underscores the country’s commitment to upholding the principles of the declaration and ensuring the protection and promotion of human rights for all.
