Albania thanks High Commissioner, the Deputy High Commissioner for the report and Mr. William O’Neill, expert on the human rights in Haiti, for his contribution.
We remain deeply concerned about the severe and still worsening human rights situation in Haiti, with an increasing number of people killed and injured: 1,554 killed and 826 injured only during the first months of 2024. Criminal gangs continue to exercise violence to punish, to control people and to recruit and abuse children. The women have been raped during gang attacks and the daily life is so disrupted by restrictions on the movement of people, goods, and services.
Albania supports the deployment of a multinational force to assist the Haitian National Police to defeat the gangs and to restore security throughout the country. We call on the Haitian authorities to allocate resources for effective rule of law, ensure judicial independence, to strengthen the Haitian National Police, and improve detention conditions in line with international human rights standards. The justice reform is crucial to assure that all involved in human rights violations and misconduct will be held accountable.
Albania supports the draft resolution presented by France and Haiti, which aims to provide technical assistance and capacity building.
We stand in solidarity with the people of Haiti and remain committed to supporting efforts to restore peace, stability, and respect for human rights in the country.
