Genc Ndreko Pecani

Pecani has performed the function of Diplomatic Advisor of the Parliamentary Committee for Foreign Policy.
Pecani has been a career diplomat since 1991. From 2010 to 2014, Mr. Pecani served as the Head of the Embassy of Albania in the Czech Republic. Before this period, he performed the duties of Minister Plenipotentiary and Deputy Ambassador of Albania to the Netherlands, the mission of the special envoy (task force) to the Mission of Albania to the OSCE, the Deputy Head of the Mission of Albania to the European Union, the Deputy Permanent Representative of Albania to the Council of Europe and the first Secretary of the Embassy of Albania in Switzerland.
During his service in the Ministry of Foreign Affairs and abroad, he has performed various functions that had to do with bilateral and multilateral relations, European and regional policies, issues of Euro-Atlantic integration and security policies, organizations and institutions. international such as UN, OSCE EU KiE OPCW HCCH ICJ ICC, OKI, BEDZ SECP etc.
Pecani has represented Albania in a number of important international activities and forums. He was a member and coordinator of the Albanian Delegation to the International Court of Justice (ICJ) during the process on the issue of Kosovo Independence (2009), a member of the Albanian Delegation for the signing of the SAA with the EU, a member of the Albanian Presidency of the Forum for OSCE Security and Cooperation (2003), OSCE observer in the presidential elections in Serbia (2002) as well as negotiator of numerous declarations and ministerial decisions of the Council of Europe of national interest during the years 1998-2002.
Before joining the Foreign Service, Mr. Pecani has worked as a journalist (translator, announcer, editor) and head of the French-language broadcasting sector at the Foreign Radio (RTVSH).
Mr. Pecani completed his higher studies in philology (French language, literature and civilization) at the University of Tirana (1982 – 1986). After his university studies, he specialized in media and communication at Radio France Internationale and at the International Center for Radio Media and Communication (CIRNEA) in Paris. Afterwards, he completed two internships specializing in diplomacy and international relations at the Florence Institute of Research and International Studies and at the Cairo Institute of Diplomatic Studies.
Mr. Pecani knows very well the English, French and Italian languages, as well as having knowledge of the Spanish language.
