H. E. Mr. Genc Pecani
Mr. Genc Pecani has been assigned Ambassador Extraordinary and Plenipotentiary of the Republic of Albania to the Russian Federation on September 28, 2023. Previously he has assumed the office of the Diplomatic Advisor of the Foreign Affairs Committee of the Albanian Parliament (2016 – 2023).
Mr. Pecani is a career diplomat since 1991. From 2010 to 2014, he was the Head of the Embassy of Albania in the Czech Republic. Previously, he has assumed the duties of Minister Plenipotentiary and Deputy Ambassador of Albania to the Netherlands, Special envoy (task force) to the Mission of Albania to the OSCE, the Deputy Head of the Mission of Albania to the European Union, Deputy Permanent Representative of Albania to the Council of Europe and First Secretary of the Embassy of Albania in Switzerland.
During his service in the Ministry of Foreign Affairs and abroad, Mr. Pecani has been assigned various duties dealing both with bilateral and multilateral relations, European and regional policies, issues of Euro-Atlantic integration and security policies, organizations and institutions. international such as UN, OSCE, EU, CoE, OPCW, HCCH, ICJ, ICC, OKI, BEDZ, SEECP etc.
Mr. Genc Pecani has represented Albania in a number of important international activities and forums. He was coordinator and member of the Albanian Delegation to the International Court of Justice (ICJ) during the proceedings on the issue of Kosovo Independence (2009), member of the Albanian Delegation for the signing of the SAA with the EU, member of the Albanian Presidency of the Forum for Security and Cooperation of the OSCE (2003), OSCE observer at the presidential elections in Serbia (2002) as well as a negotiator of many declarations and ministerial decisions of the Council of Europe (1998-2002).
Before joining the Foreign Service, Mr. Pecani has worked as journalist (translator, speaker, editor) and head of the French-language broadcasting service of Radio Tirana International (RTSH).
Mr. Pecani accomplished his university studies in philology (French language, literature and civilization) at the University of Tirana (1982 – 1986). Later he was specialized in media and communication at “Radio France Internationale” and at the International Center for Radio Media and Communication (CIRNEA) in Paris. Afterwards, he has accomplished two internships in diplomacy and international relations at the Institute of Research and International Studies of Florence and at the Institute of Diplomatic Studies of Cairo.
Mr. Pecani is fluent in English, French and Italian and having some knowledge in Spanish.
