During its mandate as a member of the Executive Board of UNESCO for the 2023–2027 period, Albania played an active and constructive role in the governance of the Organization, contributing to strategic decision-making, oversight of programme implementation, and the strengthening of multilateral cooperation.
Albania’s engagement was guided by the principles of dialogue, consensus-building, transparency, and effectiveness, as well as by the conviction that a strong, responsive, and inclusive UNESCO is essential for peace and sustainable development.

As a member of the Executive Board, Albania actively participated in discussions and decisions concerning:
- the strategic orientations of the Organization;
- the preparation and adoption of UNESCO’s Programme and Budget;

Albania consistently supported a realistic and balanced approach, emphasizing the need for clear priorities, efficient use of resources, and a strong link between UNESCO’s normative mandate and action on the ground.

Throughout its mandate, Albania contributed to advancing UNESCO’s key priorities, including:
- quality and inclusive education, particularly in crisis and post-crisis contexts;
- the protection of cultural and natural heritage, in both peace and conflict situations;
- freedom of expression and the safety of journalists;
- gender equality as a cross-cutting priority;
- the ethics and governance of artificial intelligence;
- scientific cooperation in addressing global challenges such as climate change and biodiversity loss.
A Constructive and Consensus-Building Approach
Albania pursued a constructive and solution-oriented approach within the Executive Board, contributing to consensus-building among Member States and promoting dialogue as the primary means of addressing complex and sensitive issues.
In this context, Albania worked closely with its regional group, European partners, and delegations from other regions, supporting balanced and inclusive outcomes.
Responding to Crises and Global Challenges
During its Executive Board membership, Albania supported UNESCO’s active role in responding to global crises, including:
- safeguarding education and cultural institutions in conflict-affected areas;
- protecting endangered cultural heritage;
- supporting media professionals and journalists in challenging environments;
- strengthening coordination within the United Nations system.
Albania consistently underlined the importance of timely action, flexibility, and international solidarity in UNESCO’s responses.
Transparency, Accountability, and Financial Sustainability
A key aspect of Albania’s engagement was its support for:
- enhanced financial transparency and reporting;
- strengthened accountability mechanisms;
- responsible and sustainable management of resources;
- regular and open dialogue between the Secretariat and Member States.
Albania advocated for a UNESCO supported by a predictable and sustainable budget, complemented by innovative partnerships.
Added Value for Albania and for UNESCO
Participation in the Executive Board during the 2021–2025 mandate strengthened Albania’s contribution to UNESCO’s global governance and reinforced its profile as a constructive, reliable, and engaged partner.
This mandate also contributed to:
- strengthening institutional capacities;
- deepening Albania’s multilateral experience;
- promoting UNESCO’s values at regional and international levels.
