
Besiana Kadare
Ambassador and Permanent Delegate of Albania to UNESCO

Born in Tirana, H.E. Ms. Besiana Kadare graduated at the Sorbonne Paris-IV University in Paris,
France. She holds a Master’s Degree in modern and comparative Literature, followed by a Specialized High Studies Diploma (Diplôme d’Etudes Supérieures Spécialisées- DESS) in Modern Specialized Literature.
Ms. Kadare has started her professional career in France in the sector of information and communication technology (Grolier Interactive Europe, Lycos France and Lagardère Active media).
In 2002, Ms. Kadare joins the Ministry of Foreign Affairs of the Republic of Albania, Department of International Organizations and is later appointed First Secretary at the Permanent Mission of the Republic of Albania to the United Nations in New York.
In 2005, she joins the United States Agency for International Development (USAID) in Albania, where she managed a large international project to prevent and fight against trafficking of women and children.
In 2008, Ms. Kadare is appointed at the Embassy of the Republic of Albania in France, where she mostly covers UNESCO issues.
From 2011 to 2016, Ms. Kadare served as Ambassador and Permanent delegate of the Republic of Albania to UNESCO (United Nations Educational, Scientific and Cultural Organization), and from 2013-2015 as Vice-Chair of UNESCO’s Executive Board.
In 2016 Ambassador Kadare is appointed Permanent Representative of the Republic of Albania to the United Nations, and Ambassador of the Republic of Albania to Cuba, non-resident. At the United Nations, she led the preparatory work and the lobbying campaign which resulted in the election of Albania, for the first time ever, on the UN Security Council, for a 2-year mandate 2022- 2023.
Ambassador Kadare served as Vice-President of the Executive Board of UNDP/UNFPA/UNOPS for two consecutive years (2018-2019). She also served as Vice-President of the 75th session of United Nations General Assembly (2020-2021).
In November 2021 Ambassador Kadare was appointed as Ambassador and Permanent delegate of the Republic of Albania to UNESCO.
Ambassador Kadare is fluent in English and French, and speaks Italian and Spanish. She has translated into Albanian language Charles Baudelaire (Le Spleen de Paris), Kressman Taylor (Address unknown), and several stories from Franz Kafka and Jorge Luis Borges.
