Thank you, Madam Chair,
We have been following developments in the Republic of Kosova closely, including recent ones in the north of the country.
Rule of law and democracy are the best guarantees for peace and security in Kosova and the region. The sovereignty and territorial integrity of the Republic of Kosova, or its right to consolidate the law and order and democratic and multi-ethnic institutions, must not be questioned.
All citizens of Kosova, without distinction, can and should receive the necessary services through Kosova’s official and legitimate institutions.
Madam Chair,
There are acute threats to security and stability coming from outside Kosova and continuous attempts to destabilize it. The deadly terrorist attack of September last year in Banjska was the gravest in a string of such attempts. It was yet another stark reminder that there is no alternative to enforcing the rule of law across the country. Regrettably, those responsible for the attack have not so far been held to account. They must be brought to justice the soonest, and we expect Belgrade to collaborate in full to that end.
Madam Chair,
As we have noted also before in this Council, Albania fully supports the improvement of the living situation for people across Kosova. The Serbs in Kosova are entitled to the best possible enjoyment of rights in the European landscape and have the right to be represented at all levels. The Constitution and the legislation of Kosova guarantee it, as do the agreements reached in the framework of the Brussels Dialogue. For it to happen, political representatives must act responsibly and make use of the formidable space they have.
Grievances can and should be addressed through institutional means and dialogue. We hope that the way will be found for the Serbs of Kosova to return to Kosova’s legitimate institutions.
In conclusion, Albania remains unwavering in its commitment to a peaceful, stable and prosperous Western Balkans, and to continued co-operation with its neighbours, as we progress on our common European path. Thank you!
