Remarks of Albania in response to the Report by the Director of the Office for Democratic Institutions and Human Rights (ODIHR)

Thank you, Mr. Chairperson,
I warmly welcome Dr. Maria Telalian, and congratulate her on her appointment as the Director of ODIHR. Albania looks forward to continued cooperation with ODIHR under her leadership, reinforcing our shared commitment to democracy, human rights, and the rule of law.
We commend ODIHR’s dedicated work throughout 2024, particularly in election observation, legislative support, human rights monitoring, and the promotion of democratic values across the OSCE region. The annual report highlights both the challenges and achievements in strengthening democratic institutions, and it is clear that ODIHR’s role remains as vital as ever.
Albania remains a steadfast supporter of ODIHR’s mandate and the role it plays in upholding fundamental freedoms. We strongly emphasize the importance of ODIHR operating without political pressure, restrictions, or interference. At a time when democratic values and human rights defenders face growing challenges, we stand in solidarity with ODIHR’s efforts to address these pressing issues.
We also support the expansion of ODIHR’s role beyond electoral processes to include parliamentary reform advocacy, justice reform transparency, and combating hate crimes, among other key areas. This comprehensive approach is essential to strengthening democratic institutions across the OSCE region.
Albania’s own democratic commitment is reflected in our preparations for the upcoming parliamentary elections on May 11, 2025. These elections will be a historic milestone, as Albania prepares for its first out-of-country voting—an important step toward greater inclusivity and democratic participation. We reaffirm our commitment to conducting free, fair, and transparent elections in full alignment with OSCE standards.
Albania has extended a formal invitation to ODIHR, OSCE participating States, and the OSCE Parliamentary Assembly to observe the elections. We look forward to welcoming Election Observation Mission in April and remain open to constructive recommendations that will further strengthen our electoral process.
Albania remains committed to advancing gender equality in political representation. Our legislative framework on gender quotas has led to a significant increase in women’s participation and their contribution in Parliament, government, and municipal councils. The National Strategy for Gender Equality (2021-2030) further demonstrates our dedication to ensuring balanced political representation.
Finally, Albania values its strong and enduring partnership with ODIHR. We remain committed to deepening our cooperation in election monitoring, human rights protection, and democratic governance reforms. The expertise and guidance provided by ODIHR continue to be instrumental in strengthening Albania’s democratic institutions and reinforcing the rule of law.
