Statement by Albania on 1521st meeting of the OSCE Permanent Council, 22 May 2025
AOB: On the Sixth European Political Community Summit held on 16 May 2025, in Tirana.
Madam Chair,
Distinguished colleagues,
I would like to briefly inform the Permanent Council about the Sixth Summit of the European Political Community, held in Tirana on 16 May 2025.
The summit brought together leaders from 47 European countries, including all six Western Balkans partners, as well as leaders of EU institutions and international organisations. Co-chaired by the President of the European Council and the Prime Minister of Albania, the meeting was convened under the theme “A New Europe in a New World: Unity, Cooperation, Joint Action”, and came at a time when Europe’s security, stability, and prosperity continue to be challenged by the consequences of Russia’s war of aggression against Ukraine and broader global tensions.
Discussions were structured around three core themes: security and democratic resilience, economic competitiveness, mobility, and youth empowerment. Leaders reaffirmed their unity in supporting Ukraine’s sovereignty and underlined the importance of reinforcing Europe’s collective defence and resilience. Emphasis was placed on countering foreign interference, strengthening democratic institutions, and securing supply chains critical to Europe’s autonomy. The need for greater investment in innovation and digital infrastructure was linked to the continent’s long-term economic security, while challenges related to migration, brain drain, and youth inclusion were addressed as shared priorities requiring coordinated responses. The tone of the summit reflected a strong commitment to cooperation in the face of complex, overlapping crises.
Madam Chair,
The European Political Community, an initiative launched by President Macron, has been widely supported by European leaders, as demonstrated by the high-level participation in Tirana. The forum reinforces the spirit of dialogue and exchange on issues of comprehensive security, principles that also underpin the work of the OSCE
The European Political Community may be a relatively new format, but its growing relevance is unmistakable.
The fact that this time it was held in Tirana, in the Western Balkans, is not only symbolic; it affirms the region’s increasing role in shaping Europe’s future and highlights the value of inclusive, high-level political dialogue in times of uncertainty.
Albania was honored to host this important summit, reflecting our growing contribution to international engagement, particularly within our continent, aimed at building a stronger, safer, and more cohesive Europe.
