1514th PC, agenda item: Report by the Head of the OSCE Mission to Bosnia and Herzegovina
Thank you, Mr. Chair,
Albania expresses its appreciation for the comprehensive report presented by the Head of the OSCE Mission to Bosnia and Herzegovina, Ambassador Aggeler. We recognize and commend the Mission’s tireless efforts in supporting democratic governance, rule of law, and security in BiH, despite the increasingly complex political and institutional challenges.
Albania reaffirms its unwavering support for the sovereignty, territorial integrity, and constitutional order of Bosnia and Herzegovina. We support BiH’s continued commitment to its European path, and we strongly supported the European Council’s decision in March 2024 to open accession negotiations with BiH. This marks an important milestone for the country and the broader region.
However, we note with deep concern the increasing political instability and constitutional crisis in BiH, as highlighted in the report. The unilateral actions taken by the leadership of Republika Srpska to transfer powers from the state level, challenge the constitutional framework, and advance separatist rhetoric are totally unacceptable.
We are particularly alarmed by the adoption of unconstitutional legislation by Republika Srpska authorities, including the establishment of parallel institutions and restrictions on fundamental freedoms. The recent decision to revise the Republika Srpska Constitution represents a dangerous escalation that undermines the Dayton Peace Agreement and the stability of the entire region.
The continued political obstructions of the Republika Srpska leadership are further exacerbated by external support that encourages destabilization and division. It is concerning that certain external actors appear to be encouraging divisive narratives and actions that risk exacerbating tensions.
Albania calls on political leadership in BiH to act responsibly, uphold the constitutional order, and engage in constructive dialogue. We support the role and authority of the High Representative in ensuring the implementation of the Dayton Peace Agreement and maintaining stability in BiH. We also welcome the strengthened presence of EUFOR/Althea as a vital contributor to peace and security.
Albania remains a firm partner of Bosnia and Herzegovina and will continue working within the OSCE and other international forums to support its European path and stability. We reject any rhetoric or actions that fuel ethnic tensions and undermine peace. The future of BiH lies in unity, democratic progress, and European integration.
