The Agreement on "Social Security between Albania and Canada and its Administrative Regulation" between the Ministry of Finance and Economy of Albania and the Department of Employment and Social Development of Canada was signed in Ottawa on April 30th, 2019. Minister of Foreign Affairs, Chrystia Freeland, signed for Canada, while the Ambassador of Albania in Canada, H.E. Ermal Muça, signed for the Republic of Albania.
The purpose of this agreement is to avoid duplication of coverage for the same period and the unification of insurance periods realized in both countries. Under the agreement, no citizen will miss any day of their contributions, regardless of where they worked, since the unification of the periods will make it possible to meet the legal conditions for the retirement benefit in both countries.
Also, part of this agreement is the export of pensions, which means that the pension will be paid to Albanian citizens in the country they choose to live. Thus, Albanian citizens will have the opportunity to receive the Canadian pension even if they choose to live in Albania without losing any rights. Approximately 60,000 Albanian citizens who live and work in Canada will benefit from the signing of this agreement. The final signing of the agreement came after a long period of negotiations for mutual recognition of social security schemes and drafting of administrative agreements starting in 2013.
