The European Commission today published the Albania 2025 Progress Report, which presents a detailed analysis of developments in the country over the course of a year. The report highlights our country’s steady progress on key reforms, notes concrete achievements and reiterates the unwavering commitment of the Government and Albania to European standards.
In particular, the report welcomes Albania’s strong political commitment on the path of European integration. It highlights the significant progress made in fundamental reforms, in particular in the comprehensive reform of the judiciary, as well as the significant results achieved in the fight against corruption and organised crime, underlining also the active international cooperation in these areas.
The report assesses the progress made in the accession negotiations process since October 2024, highlighting their “unprecedented” pace, which has led to the opening of 28 chapters within a year. In line with the joint work plans, the remaining five chapters are expected to be opened before the end of this year.
For the second year in a row, the European Commission reaffirmed its support for Albania’s objective of concluding the negotiations by 2027, in a fully merit-based process.
The report also reflects, in a realistic and balanced manner, the challenges that remain ahead, such as further strengthening of institutions, continued increase of transparency, rule of law, etc.
The 2025 Progress Report is the most positive document ever published on relations between Albania and the European Union. It reflects the great work done by the negotiating team, the continuous commitment of the public administration as well as central and local institutions, as well as the excellent cooperation with the European Commission and other EU institutions towards the common goal — Albania’s full membership of the EU.
The Ministry for Europe and Foreign Affairs welcomes the Commission’s report and considers its findings and recommendations an important moment of reflection, to assess the path so far and to strengthen the responsibility to move forward with focus, determination and concrete results.
