HRC 60: Item:3 Interactive dialogue with the Independent Expert on the enjoyment of all human rights by older persons.
Geneva, September 17, 2025
Delivered by Ambassador Vasilika Hysi, Permanent Representative
Madame Vice President,
Albania thanks the Independent Expert for her report.
For too long, older persons have faced discrimination, neglect, and social exclusion. They often struggle with limited access to healthcare, social protection, and meaningful participation in society.
The recent report of the Independent Expert reminds us that older persons must not face exclusion from the labour market, and that access to social protection is a fundamental component of their human dignity.
Ensuring this balance allows societies to benefit from the experience, knowledge, and ongoing contributions of older persons.
Albania’s National Action Plan for the Third Age 2025–2030 places the dignity and rights of older persons at the heart of social policy. It aims to provide a comprehensive and sustainable approach to improving the quality of life of the elderly in Albania.
In cooperation with government institutions, non-governmental organizations and the community, Albania aims to create concrete policies and measures that promote the independence, active participation and well-being of older persons.
The plan includes measures to improve living conditions, better access to integrated health and social services, psychosocial support, protection from discrimination and violence, as well as encouraging the active engagement of older people in social and economic life.
It also emphasizes the need to develop long-term policies that support active and healthy aging, in accordance with European and international standards.
Madame Vice President,
To conclude, Albania recognizes the importance of sharing best practices and fostering international cooperation. Let us continue to work together to create societies where older persons are valued, supported, and empowered.
Thank you.
