ILC 114- Statement of H.E. Mrs. Olta Manjani Deputy Minister of Economy and Innovation of Albania at the 114 th Conference of International Labor Organisation
Distinguished Chair, Excellencies, Ladies and Gentlemen,
As Albania advances steadily on its path toward European Union membership, social dialogue and tripartism have become increasingly important instruments for supporting democratic governance, economic development, and social cohesion. The process of aligning with the European Union acquis and values has reinforced our commitment to inclusive policymaking, meaningful participation of social partners, and respect for fundamental labor rights.
A notable example of this commitment is the Decent Work Country Programme 2023–2026, signed by the Government, employers’ organizations, trade unions, and the ILO. This program reflects our shared determination to improve protection at work, foster productive employment, and strengthen social dialogue at all levels.
Albania continues to align its labor legislation with European Union standards and ILO conventions. Our legal framework guarantees equality, non-discrimination, and equal remuneration for work of equal value, regardless of gender, race, age, religion, health status, social background, or sexual orientation.
At the national level, the National Labour Council serves as the highest tripartite consultative body, bringing together government, employers, and workers’ representatives to discuss labor and social policies and provide recommendations through consensus.
At the regional level, Albania has expanded social dialogue through Regional Tripartite Consultative Councils. These structures are being established across the country to address employment, vocational training, economic development, and worker protection. Several regions have already operationalized these councils and are producing practical recommendations to support local development.
At the enterprise level, social dialogue is promoted through collective bargaining and collective labor agreements, contributing to improved working conditions, occupational safety and health, social protection, and constructive labor relations. Mediation and reconciliation services continue to play an important role in resolving collective labor disputes peacefully.
In the context of European integration, Albania has also strengthened cooperation with European social partners. A significant milestone was the establishment of the EU–Albania Joint Consultative Committee in 2025. This platform brings together institutions, employers, trade unions, and civil society organizations to support policy development, legislative alignment, and preparation for European Union membership. The Committee has already held several successful meetings in Tirana and Brussels and is becoming an important forum for dialogue and cooperation.
Looking ahead, Albania remains firmly committed to deepening social dialogue as part of its EU accession process and broader democratic development. We recognize that effective consultation among public authorities, social partners, and civil society is essential for successful reforms and sustainable growth.
To further strengthen participation and improve coordination, work is underway to develop a more integrated and efficient framework for dialogue and consultation. The goal is to create a consolidated structure that enhances transparency, supports evidence-based policymaking, and ensures stronger representation of economic and social actors.
In conclusion, Albania remains committed to strengthening social dialogue and tripartism at the national, regional, enterprise, and European levels. Through stronger institutions, broader participation, and continued alignment with European and international labor standards, we aim to build a more inclusive, fair, and competitive labor market for all.
