Statement by Ms. Vasilika Hysi, Permanent Representative of the Republic of Albania
Mr. President,
Albania thanks the Commission of Inquiry for its report and expresses its full support for its mandate.
The Commission’s findings are clear and deeply alarming. It determined that serious violations of international humanitarian law and international human rights law have been committed in the context of Russia’s aggression against Ukraine, and that some of these constitute war crimes and crimes against humanity.
These crimes include, in particular, intentional attacks against civilians, murder, torture, sexual and gender-based violence, enforced disappearances, and arbitrary detention.
The Commission also notes that the deportation and forced transfer of Ukrainian children were carried out in accordance with a state policy coordinated at the highest level and may constitute crimes against humanity. Albania strongly condemns these acts and calls for the immediate, safe, and unconditional return of all transferred or deported children.
We strongly condemn Russia’s systematic attacks on populated areas in Ukraine and critical civilian infrastructure.
Finally, Albania reiterates its unwavering support for Ukraine and affirms that any prospect of lasting peace must be based on respect for international law, the protection of civilians, and justice.
