HRC60 – Item 4: General comments on draft resolution L.12: Questions of the death penalty

Mr. President,
Albania thanks the core group for its work on resolution L.12 and for its open and consultative approach to the negotiations, particularly in the context of this crucial issue.
This resolution pursues one main objective: to reaffirm and strengthen international human rights standards and obligations that States must strictly observe and respect in situations where the death penalty continues to be applied.
Today, it is a fact, that a large number of people from marginalized socioeconomic groups and belonging to minorities are disproportionately affected and discriminated against by the death penalty.
We oppose the application of the death penalty in all circumstances and for everyone. We believe, as a matter of principle, that the death penalty has no place in the 21st century. It brutalizes human society, is degrading, and constitutes an affront to human dignity.
We must not forget that the use of the death penalty is more than a national debate or a matter of sovereignty: it is, above all, a human rights issue.
Albania reiterates its commitment to the universal abolition of the death penalty. Many other members of this Council share this view. And we are pleased to note that the number of abolitionist states worldwide is increasing every year.
Finally, Albania urges all members to support draft resolution L.12 and opposes any amendments.
