HRC 60: General Debate on Item 10
Geneve, October 3, 2025
Thank you, Mr. President,
Albania thanks the High Commissioner for his report and underlines the importance of technical assistance and capacity-building as essential tools of this Council. We remain concerned by the human rights situation in several countries under consideration.
In Libya, political fragmentation and insecurity continue to harm civilians and migrants, requiring strengthened rule of law and transitional justice. We urge the authorities to advance accountability and safeguard the rights of all, including migrants.
In Haiti, gang violence and the collapse of services demand urgent international and OHCHR support to reinforce national institutions.
In Cambodia, restrictions on civic space highlights the need for stronger protections of fundamental freedoms.
In the Democratic Republic of Congo, ongoing violence in the east continues to generate grave abuses, particularly against women and children, making accountability and transitional justice priorities.
In Yemen, the protracted conflict perpetuates one of the world’s worst humanitarian crises, requiring institution-building and protection of civilians. We welcome the work of the National Commission of Inquiry and encourage full cooperation with OHCHR.
In Somalia, despite progress, insecurity and terrorism still pose major challenges that call for continued international engagement.
Mr. President,
Albania strongly supports OHCHR’s efforts in these contexts. We believe technical assistance, delivered in cooperation with the States concerned and with the participation of civil society, is vital for sustainable improvements in human rights and for building resilient institutions.
I thank you.
