Mutual recognition of driving licenses in Germany and Albania
The new rules take effect on June 1, 2022
Holders of a driving license of categories A, A1, A2, B, BE, C, C1, C2, D, D1, D2 (motorcycle, car, truck and bus), issued after 24 January 2017, can make the conversion without the need for a new exam.
This applies to citizens with residence in Germany (staying in Germany for at least 185 days per year).

With a recent legal change (the 15th Regulation on the Amendment of the Regulation of Driving Licenses (FeV) and other Road Traffic Rules), the way is now open for Albanian citizens to convert to a German driving license in the future , without the need for a test, Albanian licenses of classes A, A1, A2, B, BE, C, C1, C2 D, D1, D2 (motorcycle, car, truck and bus), and class AM after passing a test Practical.
The rules for the conversion of driving licenses from the Republic of Albania come into force on June 1, 2022. However, the federal states responsible for the implementation of driving license regulations have been recommended to start acting in accordance with these rules now. The driver’s license authorities (Führerscheinstelle) in the applicants’ place of residence are responsible for the conversion.
The new regulation applies to:
Holders of a driving license issued after 24.01.2017 by the responsible authorities in Albania, who are domiciled in Germany (stay of no less than 185 days per year)
Holders of a residence permit issued before 24.01.2017 by the responsible authorities in Albania, with residence in Germany before 24.01.2017, can request information through the Federal Office for Means of Transport (KBA) from the responsible authority in Albania regarding possession and validity of driving license.
Holders of a residence permit issued by the responsible authorities in the Federal Republic of Germany, who are domiciled in the Republic of Albania (stay of no less than 185 days per calendar year).
