I would like to thank Brazil for convening this Arria-Formula meeting and all the briefers for their valuable insights on the pertinent topic.
Recognizing the complexities of the international landscape in the face of global challenges, from armed conflicts to humanitarian crises, highlights the imperative need for seamless collaboration between the Security Council and the Peacebuilding Commission.
The Security Council bears the responsibility of maintaining international peace and security, while the Peacebuilding Commission is strategically positioned to address root causes of conflicts and significantly contribute to the sustainable recovery of war-torn societies.
Furthermore, as emphasized in the Secretary General’s Our Agenda for Peace, the Peacebuilding Commission has a strong focus on national ownership, providing Member States a platform to discuss issues at the intersection of peace and development including the links between inequalities, violence and conflict, or the linkages between development, climate change and peace.
However, the gap between these organs sometimes hinders effective collaboration, manifested through reduced communication, insufficient coordination, and inadequate information exchange. Confronting this issue head-on is essential, recognizing that vital synergies between the Security Council and the Peacebuilding Commission are crucial to the success of collective peacebuilding efforts.
In this regard, Albania acknowledges the importance of the “New Agenda for Peace” in enhancing the United Nations’ capability to address current challenges comprehensively. Therefore, intensification and maintenance of a dialogue, as the primary step in narrowing this gap, establishment of open and constructive communication channels, regular consultations, briefings, and joint sessions must become ordinary practice in the work of both organs.
These measures foster a shared understanding of evolving situations on the ground, promote transparency and inclusivity and allow for the harnessing of collective wisdom to formulate comprehensive and effective strategies.
Moreover, the strengthening of the relationship between the UNSC and PBC demands a comprehensive approach. This involves not only formalizing existing mechanisms, but also exploring innovative forms of collaboration. By incorporating these measures, the UNSC and PBC can foster a more coherent and effective response to global peace and security challenges.
Committed to the implementation of resolution 1325, Albania emphasizes women’s crucial role in inclusive peace negotiations.
We also stress the importance of involving women, youth, local actors, and civil society in decision-making processes.
Engaging young individuals in peacebuilding and countering- terrorism is crucial, particularly in conflict zones where positive involvement reduces the risk of reengagement in violence.
Bridging the gap and enhancing collaboration demands coordinated efforts and holistic approaches alongside crucial investments in capacity-building. This way both entities will navigate peace and security challenges more effectively.
In conclusion, as we collectively strive for a world free from the plague of conflict, recognizing the interconnection of the Security Council and the Peacebuilding Commission is crucial.
To overcome the challenges ahead, let us commit to minding the gap, enhance dialogue, and foster cooperation. Doing so will pave the way for a more secure, just, and peaceful future for all nations.
