Informal interactive dialogue of the General Assembly on “Preserving Human Dignity in Armed Conflict: Promoting Compliance with International Humanitarian Law”

Thank you Madame Moderator,
I would like to join my colleagues in expressing the appreciation to the panelists for their contributions to this important discussion on the International Humanitarian Law.
The preservation of human dignity during armed conflict is a shared responsibility that transcends borders, ideologies, and national interests. It is a commitment to humanity itself. As emphasized in the Pact for the Future, compliance with IHL is not optional—it is an obligation that binds us all.
As we have heard today from the distinguished panelists, in different parts of the world we are facing many challenges in maintaining the commitment to preserving human dignity through compliance with IHL.
In Ukraine, the civilian population and the critical infrastructure are permanently under attack by the military aggression of Russia. Albania has regularly condemned such acts, as flagrant violations of the IHL.
Unfortunately, there is immense sufferance in the Middle East. The high number of the civilians killed in Gaza is unjustifiable. Albania has welcomed the recent ceasefire in Gaza and the progress it represents for the release of hostages, we hope for the release of all remaining hostages and emphasise the importance of providing the urgent humanitarian assistance while they remain in captivity.
Time and again we should recall: the civilian population can not be the target in armed conflicts.

Preserving human dignity requires more than condemnation—it demands proactive measures to strengthen the implementation of IHL globally. In that regard, Albania considers important to accelarate our efforts in:
- Protection of Civilians: The deliberate targeting of civilians, schools, hospitals, and humanitarian workers is a stark violation of IHL and a grave affront to human dignity.
- Humanitarian Access: Unhindered humanitarian assistance is critical for saving lives and alleviating suffering in conflict zones.
- Accountability for Violations: Ending impunity is essential to deterring future atrocities and restoring trust in international law.
- Promoting Awareness and Education: Raising public and institutional awareness of IHL principles is critical. Albania encourages the development of education programs, particularly for youth, to foster understanding of the importance of IHL in preserving human dignity.
Albania reaffirms its readiness to work alongside all member states and other stakeholders to strengthen the implementation of IHL. Together, we must protect civilians, hold violators accountable, and ensure that humanitarian principles guide our collective actions. Let us rise to this challenge with courage and conviction, safeguarding human dignity for current and future generations.

Albania participated at the Dialogue on IHL organized by PGA and IRCRC, and emphasized that compliance with IHL can not be optional—it is an obligation for Member States and non-state actors to ensure full respect for humanitarian principles and preserving human dignity.
