Colleagues,
I would like to thank Norway for bringing this important issue to our attention.
On the occasion of the International Day Against Homophobia, Biphobia and Transphobia (IDAHOT), we reaffirm our commitment to equality, dignity and non-discrimination for all.
The rights of LGBTIQ+ persons are human rights. No one should face violence, exclusion, hate speech or discrimination because of who they are, whom they love or how they identify themselves. Respect for human rights and fundamental freedoms must apply equally to everyone, without exception.
Albania has made important progress in strengthening the protection of LGBTIQ+ rights, including through the National Action Plan for LGBTI Persons 2021–2027, which aims to build a more inclusive, safe and discrimination-free society. The Plan focuses on improving public services, strengthening the legal framework, increasing access to justice, and promoting awareness to challenge stereotypes and prejudice.
According to the Rainbow Map of ILGA-Europe, Albania is among the few countries in Europe that provide full legal anti-discrimination protection covering sexual orientation, gender identity, gender expression and sex characteristics. While this progress is important, we remain aware that legal guarantees must be accompanied by effective implementation and continued efforts to ensure equal rights and equal opportunities in practice.
Albania remains firmly committed to advancing a more inclusive, equal and democratic society for all. We will continue to support and promote these principles in all international forums where Albania is represented, including in our role as Chair of the OSCE Human Dimension Committee.
A society where everyone can live freely and without fear is a stronger, safer and more democratic society for all.
