During the meeting held in Strasbourg with the Secretary General of the Council of Europe, Mr. Alain Berset, on 15 June 2026, the Minister of Justice, Toni Gogu, signed on behalf of the Republic of Albania three important conventions aimed at strengthening the country’s commitment to the protection of human rights, democracy, and the rule of law.
Among them, special importance is given to the signing of the Convention on “The Establishment of the International Claims Commission for Ukraine,” which is the international mechanism created to examine and decide on claims for compensation for damages, losses, and consequences caused by the Russian aggression against Ukraine. Albania’s signing of this convention expresses clear support for international justice, accountability, and the principle that serious violations of international law cannot go without consequences. At a time when the international community is seeking mechanisms to guarantee reparations and justice for the victims of war, the signing of this convention positions Albania alongside the countries that support the rules‑based international order and the respect for state sovereignty.
The second convention, equally important, is the “Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law.” Its importance lies in the fact that it represents the first international instrument that sets standards for the development and use of artificial intelligence in accordance with fundamental rights, democracy, and the rule of law. In an era where technology is developing at extraordinary speed, this convention aims to ensure that innovation progresses in parallel with the protection of human dignity, transparency, accountability, and the legal security of citizens.
The third convention signed is the “Convention on the Protection of the Profession of Lawyer,” which is the first international instrument guaranteeing the protection of the independence of lawyers and the free exercise of this profession. The convention aims to ensure that lawyers can perform their duties without facing pressure, threats, or inappropriate interference, thus strengthening citizens’ access to justice and consolidating the rule of law. For Albania, the signing of this convention once again demonstrates its commitment to consolidating justice reforms and strengthening democratic guarantees.
The signing of these three conventions confirms Albania’s active role in supporting the mission of the Council of Europe and simultaneously demonstrates the country’s willingness to contribute to strengthening justice, protecting human rights, and addressing new challenges affecting European democracies. Through these commitments, Albania is positioning itself as a reliable partner in promoting the values upon which modern Europe is built.
