On 6 November 2025, Ambassador Hoxha participated in the next informal meeting of the Political and Security Committee (PSC), with the participation of ambassadors of EU member states and ambassadors of the Western Balkan countries. The focus of the discussion was the current situation and recent developments in the cooperation of EU countries regarding the issue of Russia’s aggression against Ukraine, as well as the necessary measures to be taken to combat the risks posed by disinformation from external actors, cyber and hybrid attacks.

The participants discussed ways to further intensify cooperation between the EU and the Western Balkan countries, given the current geopolitical situation and in particular the Russian aggression in Ukraine. The countries, including Albania, which maintain full alignment with the EU, as well as their respective contributions and participation in EU operations and missions, within the framework of the Common Security and Defence Policy, were appreciated.
The need for the progress of the dialogue between Kosovo and Serbia and the normalisation of relations as well as the intensification of cooperation with the countries of the region regarding cyber-attacks, hybrid attacks, disinformation was also highlighted. The possibility of wider participation of the Western Balkan countries in the EU defence industry, including through the SAFE instrument, was highlighted.
