Human Rights Council
56th session of the Human Rights Council
18 June to 12 July 2024
Statement delivered during the Interactive Dialogue with the Special Rapporteur on the human rights of internally displaced persons
Geneva, 21 June 2024
Thank you, Mr. President,
I would like to thank the Special Rapporteur for her work in addressing the complex challenges faced by internally displaced persons (IDPs).
Internal displacement affects millions of people around the world. While national authorities have the primary duty and responsibility to provide protection and humanitarian assistance to internally displaced persons, it is important for the international community to see ways how to contribute to support IDPs.
To address the critical challenges and impacts that emerge during planned relocations in the context of disasters and the adverse impact of climate change we need to foster regional collaboration and knowledge exchange platforms to share best practices, lessons learned, and innovative approaches.
Regional and international actors and organizations can play crucial roles in planned relocation processes by providing support, expertise, and funding to ensure the successful implementation of such initiatives.
Disasters affect all spheres of society; however, some social groups are more affected than others due to their specific vulnerabilities. Understanding different vulnerabilities is important for reducing risks and ensuring that specific needs are met at all stages of risk management.
Albania faces various natural hazards such as earthquakes, floods, and landslides. Albania has established coordination mechanisms to join efforts among government agencies responsible for disaster management, climate change adaptation, housing, and cultural heritage preservation.
To conclude, I would like to express Albania’s support for the mandate of the Special Rapporteur.
Thank you.
