This cooperation program signed by the Minister of Education Evis Kushi and the Ambassador of the State of Israel H.E.z. Noah Gendler will contribute to the development of relations and increase awareness, especially among young people, of the history and culture of the peoples of both countries and will agree to promote cooperation in order to improve and strengthen mutual understanding and friendship between the two countries. .

Convention for the Elimination of Double Taxation May 3, 2021
The Government of the State of Israel and the Council of Ministers of the Republic of Albania, through the Minister of Foreign Affairs Gabi Ashkenazi and the Ambassador of RSH Bardhyl Canaj, held a bilateral meeting on May 3, 2021, which was finalized with the signing of the Convention for the Elimination of Double Taxation .
The implementation of this Convention is done with the aim of eliminating double taxation in relation to income tax, without creating opportunities for non-taxation or reduced taxation through tax evasion or avoidance (including through agreements on the application of favorable treaties, which are intended to take advantage of the facilities provided in this Convention for the indirect benefit of residents of third States);
1. This Convention applies to persons who are residents of one or both Contracting States.
2. For the purposes of this Convention, income generated by or through an entity or arrangement, which is treated as wholly or partially transparent from a tax point of view under the tax law of each Contracting State, shall be considered as income of a resident of a State Contracting Party, but only to the extent that such income is treated for tax purposes by that State as income of a resident of that State. In no case shall the provisions of this paragraph be construed to prejudice the rights of a Contracting State to tax residents of that Contracting State.
Year 2018
The visit of the Minister of Tourism, Bledi Klosi, to Israel in February and Albania’s participation in the International Tourism Fair, which took place in Tel Aviv. During this visit, apart from the presentation of Albania, its tourist attractions, mutual recognition between tourist operators, it was discussed and decided with the ISRAIR Company for the launch of direct charter flights Tel-Aviv-Tirana. The visit enabled two tourist priorities: the launch of this direct flight line, for the June-October tourist season, and the line with ALBAWINGS, from Tirana-Tel Aviv, for the April-September period, which enabled the increase in the flow of Israeli tourists to more than 120%, compared to 2017. (13,780 Israeli tourists visited Albania until the end of November).
– The visit of the Minister of Agriculture, Niko Peleshi, to Israel, in May. The visit focused on concrete achievements at the Agri-Teck International Fair, where 6 Albanian agro-agricultural companies established business contacts with their Israeli counterparts, as well as between the two Ministries of Agriculture, it was proposed to sign a Memorandum of Cooperation in the sectors of greenhouse management, specializations, joint investments in scientific research in agriculture and breeding, as well as in the field of water, which will be signed during 2019.
– The visit, for the first time in the history of bilateral relations, of the Minister of Defense in Israel, Olta Xhaçka, in May 2019. The visit and meetings with the highest leaders of the Defense, the National Security Council, the Intelligence Services Agency, MOSSAD, or the Israeli Military Industry, became concrete with the proposal for signing an MoU between the two defense institutions, which will materialize during 2019. After this visit, 4 operators of this military industry, with state status, started contacts with the Ministry of Defense of Albania for providing assistance and Israeli experience in drone border management; of data on the movements of immigrants in cross-border spaces, as well as the monitoring of correspondence through social networks, when there are indications of terrorist purposes, according to the criteria of the NATO Alliance, of which we are a member.
– The two visits of the Chairperson of the Albania-Israel Friendship Parliamentary Group, Blerina Gjylameti and the Member of Parliament, Milva Ikonomi, in the months of May and July, invited by the Israeli parliament, Knesset and in the framework of the international activity: “Women Leaders in the World”. The impact of the visits was very positive, in the framework of parliamentary diplomacy between the two countries, the exchange of experiences between friendship groups, as well as the presentation of the VIP role of Albanian women in the international arena.
– The participation of the Deputy Minister of Interior of Albania and as ‘Key Note Speaker’ in the International Forum in the War Against Terrorism, which was organized in June in Jerusalem. The visit and participation was appreciated by the Forum, as well as meetings and talks with the US Secretary of State and Interior Ministers from Israel, Croatia, Macedonia and Greece. In addition, there were meetings and cooperation opportunities with Israeli operators in the field of security, the fight against terrorism, the sharing of classified information and the management of social networks, which are currently in the process of cooperation by our Ministry of the Interior.
– The visit of the Minister for Europe and Foreign Affairs, Ditmir Bushati, to Israel, in September. The participation and status of Mr. Minister as ‘Key Note Speaker’ at the International Conference on the War Against Terrorism, organized by the International Institute of Herzliya; his meetings with Prime Minister Netanyahu, the Director General of the MFA, Y.Rotem, the Minister of Regional Cooperation, T.Hanegbi, the Minister of Defense, A.Lieberman, or the head of the opposition camp, former MFA, T.Livni (proposal of the MFA of Israel), the CEOs of two of the most reputable and influential American-Jewish lobbying agencies, the AJC, the American Jewish Committee and the WJC, the World Jewish Congress (David Harris and Robert Sigler), as well as interviews in print media and television Israeli, realized a very positive impact for future cooperation projects with Israel and these lobbying agencies in the USA.
- The visit of the Mayor of Berat to the city of Karmiel, in the month of July, with which there is a Twinning agreement (year 2017) and the participation of two folk groups from Berat in the International Folk Music Festival, also in Karmiel.

- Joint Seminar on Health Care, in July, in Israel, within the framework of the Euro-Balkan initiative SEEP, where the Deputy Minister of Health and the management team of this Ministry participated.
In the framework of economic diplomacy and the realization of business contacts, this sector is considered by the representative office as a priority. We updated the presence of Israeli business in Albania and lobbied for the opening of the Albanian market to Israeli entrepreneurship. In response to this work, contacts between the business communities of both countries have been intensified. More than 45 Israeli companies operate in the Albanian market and businesses have recently entered the field of monitoring losses in the energy system, management of the water supply and sewerage system, in the sector of online platforms, financial platforms and wholesale trade, in the field of construction and management of greenhouses, pharmaceuticals and two specialized corporations have presented feasibility studies in the hospital field: for the concession of emergencies and laboratories.
Business contacts have also been intensified in the field of cyber protection, security of banking data and social networks. 3 Israeli companies have offered partnership in the field of security, monitoring and border management.
– Since 2017 and now, business continues successfully in the field of Agriculture and Seed Cultivation. The Israeli company “Yesh Albania”, based in Lushnjë and extending to Divjakë, Durrës, Fushë Krujë and Fier. (Investment of 2 million Euros) led to the start of the import of the first containers of vegetable seeds grown in Albania in July.
– The Israeli investment continues, after receiving the concession, for the management of energy losses in the network, from the company Electrical Grid Monitoring Ltd.
– The Israeli concessionary investment for electrical meters from the Powercom company follows.
– For the first time in Israeli supermarkets, products produced in Albania are sold, such as those of the company that produces milk meters, All Balkan Corporation SH, in Shijak.
– We held two meetings of the senior leaders of the Israeli enterprise Madei Taas with KM Rama and the Minister of Energy Gjiknuri, for the acquisition of Tec of Vlora with the PPP. (February-March 2018).
– The procedures for the purchase of the Bitum-Selenica industrial complex from the Israeli company (partner with the Dulaku Group) of B.G.E Green sand were completed.
– Since January of this year, the Albanian wood enterprise, based in Kruja, Il DRAGO, has started with the fason formula, exports to Israel of frame products on behalf of the Israeli company HAZOFIM, worth 1.2 million dollars. We are extending this cooperation formula, for 2019, to the sectors of clothing, shoes and doors.
The priority in our work has been the intensity of cooperation in the field of Art, Culture and Tourism.
- The direct airline line Tirana – Tel Aviv, for the April – September tourist season, has been launched by the Albanian operator ALBAWINGS.
- The direct charter line Tel Aviv – Tirana, for the tourist season June – October, by the Israeli company ISRAIR.
For more than 1 year, we cooperated with the Board of Directors of the International Raoul Wallenberg Foundation, based in New York, and managed to get it to approve the granting of the High Decoration to Albania: “House of Live”, a ceremony that takes place in Tirana, on January 27, 2019, in cooperation with the Presidency of the Republic and the municipality of Tirana.
- Our collaboration with Producer Yael Katzir for the new documentary, dedicated to the rescue of Jews in Albania, during World War II, “Albanian Code”, which will be premiered on January 31, in Tirana and its trailer, ended successfully. , 15 minutes, during the Event at the UN, on January 31.
The priority of our work has been the strengthening of cooperation with the International Aid Agency MASHAV. In addition to the organization of internship training courses and the graduation of Albanian trainees, we aimed to reach specific agreements with this agency. In the framework, we jointly completed the Map of Albanian and Kosovar specialists near MASHAV and the WEITZ Center (which we sent to them). According to these indicators, from 1997-2017, 31 trainees from Albania specialized. From 2011-2018, at WEITZ, 8 trainees from Albania and 18 from Kosovo specialized in the fields of Management, Banking System, Agriculture, Water Management, Medicine, etc.
In the EMIS elite college, 6 Albanian scholarship holders graduated and 7 others are completing their studies for the 2018-2019 academic year. Near the prestigious HADASSA Hospital, in Jerusalem, 2 specialists from Albania are completing their MASTER studies.
Cooperation with the Albanian-Jewish community has been the daily focus of our work. In addition to contacts and visits to him, we have organized conversations and activities. We completed their database, with detailed data on the address book, workplaces and their integration into Israeli society. Through social networks and daily communication on FB and Twitter and the website of the Embassy, we co-inform and organize the updating of this community with the events, political, economic and cultural developments of Albania, as well as the integration of our country in the EU.
In the framework of the national holidays, we organized, together with the community, the screening of the new documentary “Albanian Code” and invited the head of the RAOUL Wallenberg International Foundation to inform him about the decoration given to Albania “House of Life”.

We updated the presence of Israeli business in Albania and lobbied for the opening of the Albanian market to Israeli entrepreneurship. In response to this work, contacts between the business communities of both countries have been intensified. More than 43 Israeli companies operate in the Albanian market and businesses have recently entered the field of monitoring losses in the energy system, management of the water supply and sewerage system, in the call center sector, on-line financial platforms and wholesale trade, in the field of construction and greenhouse management, pharmaceutical and two specialized corporations have presented feasibility studies in the hospital field: for the concession of emergencies, laboratories and radiology.
Business contacts in the field of cyber protection and bank data security have also been intensified. 6 Israeli companies have offered partnership in the field of security, social network monitoring and border management.

- The logistics and preliminary meetings with the Minister of Tourism for the establishment of the direct charter line Tel Aviv-Tirana, which was announced through the official website of the airline company Israir, were completed. This airline, 2 times a week, will start flights Tel Aviv – Tirana, in March 2018. On this occasion, we enabled the meeting of the Minister of Tourism B. Klosi with the charter operator. - The visits, interviews and filming in Albania and Kosovo, for the realization of the documentary “Albania and the Jews”, which will be shown in 2018. (March-November).
- The television show about Albanian Gastronomy was successfully carried out, which was shown on Israeli national television (November).
- The pilot project as a teaching subject, of a special chapter in the middle cycle history course: “Salvation of the Jews in Albania” was completed. (June)

Bilateral relations with Israel
Year 2016
We realized, for the first time, the visit to Albania of the Speaker of the Israeli Parliament, Yuli Edelshtein. Likewise, the participation of the representatives of the Parliament of Israel in the Annual Meeting of the Parliamentary Assemblies of the Mediterranean, which was held in Tirana in March 2016.
Israel was visited by Deputy The Minister of Internal Affairs, Elona Gjebrea, and we organized for the first time a parliamentary panel on issues of human trafficking. The Minister of Health, Ilir Beqaj, made an official visit, in the framework of the concretization of the interstate agreement in the field of Health, signed by the 2 Prime Ministers in December 2015. The Director General of the State Archives conducted a working visit to Israel, to discuss with the Yad Vashem Museum digitizing the Archives. Working visits are carried out The Governor of the Central Bank, the General Director of Customs and the Mayor of Vlora at the head of an economic delegation made a working visit where he met with his counterparts and senior managers of the Export Institute and business representatives.

More than 37 Israeli companies operate in the Albanian market, and businesses have recently entered the field of monitoring losses in the energy system, management of the water supply-sewage system, in the call center and wholesale trade sector, in the field of construction and management of greenhouses, pharmaceutical and two specialized corporations have presented feasibility studies in the hospital field: for the concession of emergencies, laboratories and radiology.
We successfully carried out the visit and business contacts of the Chamber of Commerce of the City of Vlora with representatives of the Israeli business community in the agribusiness and infrastructure sector.
The Albanian fashion industry entered the Israeli market for the first time with textile productions and clothing conventions.
The representation has paid special attention to the work component for promoting the contribution of the Albanian people during World War II, for the salvation of the Jews. In this context, the following activities have been organized:
- Organization of the “Holocaust and Diplomacy” Seminar, in collaboration with the American Jewish Committee, (AJC), where we presented facts and documents about the rescue of Jews during the Holocaust.
- In cooperation with the Jewish Museum, we organized the “Holocaust and Albania” forum.
- For the first time, we lobbied and materialized the introduction as a teaching subject of a special chapter in the middle cycle history course: “Salvation of the Jews in Albania”.
- We organized a 3-hour radio show, on the national radio, “Albania and Israel throughout history”.
- In cooperation with the Yad Vashem Museum, the creation of the “Albanian Holocaust Network” was made possible, which was concretized with the Seminar organized in Israel, where 20 Albanian teachers of History took part.
The visit of the Chairman of the Central Board of the AJC with 9 members of the Executive Board, in Albania, where they met with the President, the Speaker of the Assembly, the Deputy Prime Minister, the Minister of Foreign Affairs and the Mayor of Tirana. The Mayor of Tirana signed the document and joined the network of mayors in the fight against anti-Semitism.
The participation of the President of the Assembly of Albania in the AJC Global Forum, in June, in Washington. For the first time, the senior Albanian representative becomes the main speaker at the forum.
The dialogue and seminar of the Foreign Minister with the main representatives of AJC in New York, on “Current challenges in the fight against terrorism and anti-Semitism”.
