Remarks by Ambassador Ferit Hoxha at the Security Council meeting on the recent tensions between Armenia and Azerbaijan

New York, 20 December 2022

I thank ASG Jenca for his briefing.

Mr. President,

We have taken note of the letters addressed to the Council by the Ambassadors of Armenia and Azerbaijan.

Although with contrasting perspectives, the information provided helps us to understand the developments on the ground, their dynamic and the impact on the population.

Despite the different point of views on certain issues, we appreciate the fact that both sides are committed to the dialogue and a peaceful resolution of the conflict.

We recognize the importance to ensure freedom and security of movement along the corridor, in line with the previous agreements reached between the two countries. These agreements should be respected and implemented from both sides.

The free movement of goods and people in the Lachin Corridor is of great importance to the population living in and around the area.

As agreed by the sides, the Russian Peacekeeping Contingent currently deployed in the area, is in charge of the organization of the movement of people, goods and vehicles along the road.

Mr. President,

As to concerns on the exploitation of the natural resources, we call on both sides to fully engage in talks, in order to find mutually agreed solution. Dialogue as the best way to deal with issues.

In this context, we recall the meeting of the Armenian and Azerbaijani leaders, in the margins of the European Political Community Summit in Prague, in early October, where they agreed to send a Mission of EU Observers on the Armenia-Azerbaijan border.

Other important meetings have happened, as we heard from ASG Jenca. It is the right course and we welcome such developments.

It is of particular importance to point out that both sides have expressed their commitment to sign a peace treaty as soon as possible.

We could not highlight more its importance not only for the stability of the bordering area but for the overall peaceful resolution of all pending issues.

There is no alternative to a peaceful negotiated solution through the path of diplomacy, which we hope will lead to a peace treaty.

The sooner Armenia and Azerbaijan will move to this direction, the better will be for the people of these two countries and for the region.

Thank you!
